Passage Retrieval Find the exact evidence unit inside the relevant page.
Passage retrieval locates focused spans of text inside larger documents so a system can match a narrow information need to the part of the document that is actually useful. A page can be broadly relevant while only one section, paragraph or sentence directly answers the query.
The difficult part is not merely making passages small. Smaller units improve specificity but can strip away definitions, qualifiers and scope. Strong passage retrieval therefore balances local relevance with enough surrounding context to preserve meaning and support downstream claims.
Document relevance and passage relevance are not the same decision.
A document can rank as useful because it covers the topic. Passage retrieval asks a finer question: which local evidence unit inside that document most directly resolves the current information need?
Find the right page.
The retrieval unit is the whole document. This works well when the entire page is focused on one question or when downstream processing can inspect the full page efficiently.
- coarse retrieval unit
- more surrounding context retained
- higher chance of irrelevant sections
- long pages can dilute local evidence
Find the right part of the page.
The retriever scores smaller text units against the query. This can improve local specificity and reduce context noise, provided that critical qualifiers remain available.
- finer retrieval granularity
- claim-specific evidence
- better context density
- higher risk of boundary/context loss
Change the query type. Watch the evidence unit change.
Each scenario changes the ideal retrieval granularity, context expansion requirement, freshness sensitivity and failure risk.
Passage boundaries are an engineering choice, not a magic SEO unit.
Different corpora need different segmentation strategies. The right boundary preserves semantic coherence while keeping the retrieval unit focused enough to match the query.
Fixed Token Window
Split text into equally sized windows, often with overlap. Simple and scalable, but can cut across headings, definitions or list structures.
tokens 0–300
tokens 250–550
tokens 500–800PRO / SIMPLE · CON / BOUNDARY LOSSStructural Sections
Use headings, paragraphs, tables or document hierarchy as passage boundaries. Better semantic coherence, but section lengths can vary dramatically.
H2 → paragraphs
table → row group
FAQ → question + answerPRO / COHERENCESemantic Segmentation
Split where subject continuity changes rather than at a fixed length. Can produce cleaner topical units but adds model or algorithmic complexity.
topic A → break
topic B → break
topic CPRO / MEANING-ALIGNEDHierarchical Retrieval
Retrieve a document or section first, then search within it for a more precise passage. This preserves document context while improving local specificity.
document → section → passagePRO / MULTI-SCALEThe best matching sentence may need its neighbors to remain true.
Passage retrieval should not stop at the highest-scoring span. A retrieval system can expand around the hit to recover definitions, exceptions, dates or conditions that determine what the passage actually means.
High relevance, insufficient context
The target sentence appears to answer the query, but its meaning depends on a qualifier in the sentence above and an exception below.
Add only the surrounding units that carry meaning
Expand one paragraph above and below, or recover the containing heading and definition, until the evidence becomes independently interpretable.
Specific enough to answer, complete enough to trust
The final context preserves the direct passage plus the qualifiers needed to keep scope, dates and exceptions intact.
Different questions need different passage boundaries.
The matrix links query type to retrieval granularity, context expansion, freshness, passage-support risk and the correct downstream control.
Retrieval wants signal density. Generation still needs enough context to avoid distortion.
The useful passage is rarely the shortest possible span. It is the smallest evidence unit that remains semantically complete for the task.
+ QUALIFIED
Six tasks. Six different evidence-unit contracts.
The examples show why passage retrieval should be designed around the answer claim, not around one universal token size.
Launch date
“When was the Knowledge Graph introduced?”
What is RAG?
Needs a definition plus enough scope to distinguish retrieval from generation.
Migration indexing collapse
One passage may explain canonicals, but diagnosis requires evidence from several local sections.
Expense approval authority
A single threshold sentence may be incomplete without role definitions and exceptions.
Passage retrieval benchmark result
Study findings require methods and evaluation conditions to remain interpretable.
Current plan price
Passage support is only valid if the page or data state is current for the user’s market.
Passage retrieval intersects chunking, ranking and grounding. It is still its own layer.
Separating the concepts prevents implementation choices from being turned into unsupported SEO rules.
Passage Retrieval vs. Passage Ranking
Retrieval selects candidate passages for an information need. Google’s passage ranking system is a Search ranking system that can identify sections of a page to better understand page relevance.
IR UNIT ≠ GOOGLE SYSTEM LABELPassage Retrieval vs. Chunking
Chunking defines candidate units. Retrieval decides which units are useful. One can retrieve passages created structurally, semantically or through fixed windows.
SEGMENT ≠ SELECTPassage Retrieval vs. Grounding
Passage retrieval finds a focused evidence unit. Grounding asks whether the generated claim is actually supported by that unit.
FIND ≠ SUPPORTPassage Retrieval vs. Context Expansion
The top passage may be too narrow. Context expansion recovers surrounding qualifiers after retrieval.
HIT ≠ FINAL CONTEXTLocal relevance can improve precision. It can also amputate meaning.
These failures target segmentation, passage ranking, context recovery and claim-support boundaries.
The passage starts after a definition or ends before an exception, changing the meaning of the retrieved text.
EXPAND CONTEXTA paragraph is retrieved without the heading that establishes its subject or scope.
KEEP STRUCTUREWords such as “may,” “in some cases,” “for supported models” or “as of 2026” disappear from the context.
PRESERVE CONDITIONSThe evidence unit contains so much unrelated text that signal density falls and downstream attention is diluted.
SEGMENT FINERThe retrieved span looks precise but is semantically incomplete.
EXPAND LOCALLYTwo passages use similar terminology but refer to different entities, versions or conditions.
ENTITY / FILTER CHECKThe exact sentence matches the query but belongs to an obsolete policy, price table or software version.
VERSION CONTROLA cell is extracted without row/column headers, causing numeric values to lose their meaning.
KEEP TABLE CONTEXTAn item is retrieved without the list introduction that defines applicability to the whole list.
KEEP PARENT CONTEXTA research result is retrieved without dataset, metric or experimental conditions.
EXPAND TO METHODNear-identical passages from multiple derivative sources consume context without adding new evidence.
DEDUPA publisher assumes every passage-level information need deserves a separate page.
PASSAGE ≠ PAGEPassage retrieval is real. “Optimal AI chunk size” is not a public Google rule.
These boundaries separate established retrieval concepts from unsupported prescriptions about how publishers should format pages for proprietary AI systems.
Google’s documentation describes a ranking system that can identify passages to understand page relevance; it does not say publishers must create separate passage URLs.
RANKING SYSTEMClaims such as “write exactly 150 words per AI chunk” should not be presented as Google requirements.
NO MAGIC TOKEN COUNTLexical, dense, hybrid and reranking systems can all operate at passage granularity.
METHOD VARIESNarrow spans can improve precision while losing definitions and exceptions.
SPECIFICITY × CONTEXTA passage can be topically close yet insufficient to substantiate the generated conclusion.
RELEVANT ≠ ENTAILINGDifferent queries can retrieve different parts of the same long-form page without requiring separate landing pages.
ONE PAGE / MANY PASSAGESClear headings, tables and paragraphs can make information easier to understand and may also improve machine segmentation, but there is no public “AI passage markup” requirement.
STRUCTURE ≠ SECRET SCHEMASearch Central names passage ranking as a system, but does not expose section-level scoring values or thresholds.
NO SCORE EXPORTSome systems retrieve passages, others full documents, records, tables or tool results.
CORPUS DEPENDENTThe top local match may need a parent heading, preceding definition or following exception before it becomes safe evidence.
HIT + CONTEXTWell-structured evidence can still fail to be retrieved or selected in any AI feature.
NO INCLUSION GUARANTEENo special technical passage requirement is published for appearing as a supporting link in AI Overviews or AI Mode.
SEARCH FUNDAMENTALSGoogle publicly documents passage-level relevance. Keep the implementation details separate.
Google Search Central explicitly documents a passage ranking system and separately documents how Search crawls, indexes and serves pages. Research literature demonstrates passage retrieval as a broader information-retrieval problem independent of any one search engine.
Passage ranking identifies sections of a page to understand relevance
Google’s ranking systems guide says its passage ranking system is an AI system used to identify individual sections or passages of a web page to better understand how relevant a page is to a search.
Google indexes page content and serves results from its index
Search Central explains that Google analyzes page text and other content during indexing, then searches the index for matching pages at serving time using relevance and quality systems.
Passage retrieval is a mature IR research problem
Google Research has published work evaluating neural passage retrieval and hybrid term-neural approaches, illustrating that passage retrieval can be performed through multiple model families rather than one universal method.
No special passage-level technical requirement for AI supporting links
Google’s AI-feature guidance continues to require normal Search eligibility for supporting links rather than a special AI passage schema or prescribed chunk format.

The best passage is not the shortest passage. It is the smallest one that remains true.
Passage retrieval becomes useful when local specificity increases without severing the evidence from the definitions, exceptions, dates and structural context that give it meaning. The optimization target is not “smaller chunks.” It is a higher-density evidence unit that still carries the full support contract required by the claim.
