Two matched captures establish a change in one query environment. Direct indexability checks remain normal, while competitor results and result features changed during the same interval. The record supports a monitored diagnostic response, not a claim of deindexing or algorithmic penalty. Preserve the baseline, inspect affected query families and recollect before making structural changes.
A current company page and older directory disagree
The first-party page identifies a person in the role today, an archived profile supports the earlier title and the directory lacks revision history. After temporal alignment, the records are not true contradictions. The current role can be stated with a date and clear source attribution. The synthesis does not authorize an undated historical claim or an assumption about the exact transition date.
Independent records confirm disruption, not attacker identity
Status data, user impact reports and telemetry converge on occurrence and duration. A single unattributed post names an actor without verifiable supporting material. Synthesis splits the claims: disruption is ready for bounded reporting, while attribution is rejected as insufficient. Strong evidence for one proposition cannot spill over into a related but unsupported causal claim.
Demand signals support a pilot, not full expansion
Search behavior, inquiry data and competitor presence indicate a plausible market, but conversion quality and fulfilment cost are observed only in a narrow sample. The evidence supports a capped regional pilot with predefined acquisition and margin thresholds. A national commitment remains deferred until the pilot supplies direct operational evidence under the intended conditions.
A cluster has breadth but critical questions remain unanswered
Many URLs mention the central entity, yet the claim map shows missing pages for definition, comparison and decision intent. Existing pages demonstrate thematic presence but not complete user-task coverage. The synthesis authorizes targeted creation of the missing content objects. It does not justify publishing dozens of adjacent pages with no unique evidential or navigational role.
Several indexes disagree about the same referring page
One current index and a direct fetch observe the link; two other indexes do not. Because index coverage differs, non-detection is not equivalent to absence. The record supports that the link was observable at the direct capture time. It does not support continuous historical presence, universal discovery or a causal ranking effect. Monitoring is appropriate; causal claims remain outside the evidence.
One system repeatedly cites the source across controlled runs
A repeated-run sample shows recurrence under declared prompts and dates, and each cited page independently supports the relevant factual statement. This permits a bounded visibility claim for the tested system and design. It does not establish visibility across all models or permanent preference. Reopen the finding after a material system change or when recurrence drops below the declared threshold.
Two credible reports publish incompatible market values
Method review reveals different populations, periods and category definitions. The values cannot be averaged into a synthetic midpoint. Each remains valid only within its own measurement object. If the decision requires one comparable estimate, the state is defer until definitions are aligned or a new compatible measurement is acquired. Synthesis preserves both findings instead of forcing false agreement.
Strong dimensions can raise confidence. They cannot erase a fatal absence.
Weighted synthesis is useful for comparing non-fatal strengths, but decision readiness remains bottleneck-sensitive. A high average must not conceal broken provenance, an unsupported critical claim or a conflict that directly changes the action. The logic below separates contribution from permission.
Weight evidence by claim relevance
Provenance, quality, independence, temporal fit and coverage contribute differently according to the decision. Weights must be declared before the result is interpreted. A dimension receives influence because it changes the reliability of the target claim, not because it is easy to measure or visually impressive.
Inspect the weakest critical dimension
An average of 82 can coexist with critical coverage of 30. The low value may dominate because the missing proposition is necessary for the action. Inspect minimums, claim materiality and dependence structure before reading the composite score.
Fail closed when a fatal condition survives
A fatal gap, corrupt evidence object, unresolved subject identity or decision-reversing conflict blocks authorization regardless of surrounding strength. The veto does not declare the opposite claim true. It declares that this record cannot carry the proposed action.
The record cannot be tied to a reliable origin
If the source identity, acquisition path or material transformation is unverifiable, downstream precision cannot restore trust in the underlying object. Seek the primary representation or an independently preserved equivalent. Until then, use the record only as an unverified lead.
A required proposition has no valid support
Strong evidence for adjacent claims cannot compensate for the orphaned proposition. Split the conclusion, remove the unsupported element or collect direct evidence. If the proposition is necessary for the decision, readiness remains rejected.
Credible evidence supports action-changing rival states
Do not average the disagreement. Align definitions, populations and time, then seek the variable that discriminates the explanations. A reversible diagnostic step may remain possible, but the contested final commitment does not cross the gate.
The evidence no longer describes the decision environment
Accurate historical evidence can be irrelevant to a current volatile state. Recollect under matched conditions or narrow the decision to the valid interval. Freshness is not cosmetic metadata when the object can change faster than the action cycle.
A decision record is complete only when it states what would make it incomplete again.
Readiness belongs to a versioned evidence state. New observations, source revisions, environmental change or failed controls can invalidate the assumptions that permitted action. Monitoring connects those future signals to explicit review, rollback or escalation behavior.

Many records can descend from one origin or repeat one method. Collapse lineages and evaluate claim fit before counting convergence. Popular repetition can still preserve the same error.
Support for one proposition spills into another
Evidence of occurrence is used to assert cause, severity or intent. Keep atomic claim states separate. A synthesis may authorize one sentence and reject the next.
Past and current states are merged
Historical truth can coexist with present change. Preserve version and interval so a previously valid record is not misrepresented as a current observation.
A necessary condition never enters the memo
The action appears unconditional although it depends on scale, access, cost or stable behavior. Name the assumption, monitor it and attach a reopen trigger.
Exact language exceeds evidence resolution
A bounded range, probability or directional result is rewritten as a precise fact. Preserve uncertainty in the final sentence and match wording to measurement capability.
A pilot result authorizes full commitment
Evidence gathered at low scale may support continued testing but not transfer to a new population or exposure level. Escalation requires evidence for the expanded boundary.
The decision has no validity window
A one-time judgment persists after sources, environment or consequences change. Version every decision, define monitoring signals and state when the record must be reopened.

The answers below translate the synthesis framework into practical boundaries for research, publication and action. They also show why a defensible output can contain different states at once: one claim may be ready, a related causal claim may remain deferred and a high-consequence action may still be rejected. Synthesis should preserve those differences instead of forcing the complete investigation into one universal verdict. Every answer therefore returns to the same operational question: which exact proposition is supported, for which environment and time, strongly enough to authorize which exact action?
What is evidence synthesis?
Evidence synthesis is the structured integration of claim-specific records, provenance, quality, independence, temporal validity, conflict, uncertainty and gaps into a bounded finding. It preserves differences that matter and produces the strongest conclusion or action the complete record can support.
What makes evidence decision-ready?
The critical claims have traceable support, definitions and time windows are aligned, material conflicts are resolved or bounded, remaining unknowns are visible and the evidence strength matches the consequence of action. Readiness is always relative to one decision, not a permanent property of a dataset.
Is a high readiness score enough?
No. A score is a summary aid. Inspect the weakest critical dimension and any veto condition. Broken provenance or a fatal claim gap can block the decision even when other dimensions produce a high average. The trace and threshold determine permission.
Can synthesis include conflicting evidence?
Yes, and it must. First determine whether the records refer to the same subject, definition, population and time. If genuine conflict remains, preserve both states and narrow or defer the contested conclusion. Synthesis must not manufacture agreement by averaging incompatible evidence.
What does “ready with conditions” mean?
The evidence supports a limited action only while named controls, assumptions, exposure caps and monitoring rules remain active. The condition is part of the authorization, not an optional note. If it fails, the decision automatically returns for review.
Can a decision proceed with unknowns?
Yes, when the unknowns are unlikely to reverse the selected action or when a reversible test is specifically designed to reduce them. Decision-sensitive unknowns block irreversible commitment. Their effect must be stated explicitly in the memo.
When should evidence collection stop?
Stop when all material claims have adequate states, the next feasible observation is unlikely to change the action or the remaining condition is genuinely unknowable. Additional sources that repeat existing lineages do not automatically improve readiness.
When should a completed decision be reopened?
Reopen after contradictory primary evidence, material source revision, validity decay, failed replication, assumption failure, control loss or a monitored threshold breach. Preserve the original memo and issue a new version so the change remains auditable.
Why can ten sources still equal one evidence line?
Publication count and evidential independence are different properties. Ten articles may repeat one announcement, database or measurement method. Trace each record to its earliest recoverable origin and collapse derivative paths before assessing corroboration. The repeated pages can demonstrate distribution and visibility, but they should not receive the weight of ten independent observations. A genuinely separate source must have a meaningfully independent origin or observation process capable of failing differently.
Can a strong synthesis establish a causal conclusion?
Only when the underlying evidence design can discriminate causal explanations. High-quality descriptive records, repeated correlations and temporal sequence may increase plausibility without excluding confounding, selection or reverse causation. State the observed relationship separately from the proposed mechanism. A causal conclusion requires evidence appropriate to that question, such as a credible intervention, natural experiment or comparison structure with explicit assumptions and tested alternatives.
How should the final decision be communicated?
Lead with the authorized action and its boundary, then provide the critical evidence basis, unresolved constraints, required controls and reopen triggers. Avoid presenting a score without its components or burying limitations after the recommendation. A reader should be able to tell what can be done now, what cannot be claimed, which condition keeps the action safe and what future observation would change the decision.
